Police – NBC 6 South Florida

An Opa-locka city official is accused of accepting bribes for a painting project, according to an arrest report.

King Leonard, the city's construction manager, is accused of receiving illegal compensation or reward for his official conduct, police said.

The arrest report describes Leonard contacting someone and asking them for an offer to paint the interior of the Sherbondy Village Community Center. This person cooperated with the police.

The two discussed the project back and forth, and Leonard reportedly guaranteed the source the winning proposal if she placed a bid of $16,000 and King paid $2,000.

According to police, the bribe exchange was captured on video.

Leonard was arrested Wednesday and taken to Turner Guilford Knight Correctional Center.

In a statement, the city said one of its employees had been arrested, but did not name Leonard.

“The city is cooperating fully with the authorities as the investigation continues. We urge the community to remain patient as the legal process unfolds,” the statement read in part. “The integrity of our city government is paramount and we are committed to maintaining high ethical standards.”
