Mother and boyfriend face charges of child neglect in toddler's death to file lawsuits

JACKSONVILLE, Fla. – A Jacksonville mother and her boyfriend are charged with child neglect in the death of 22-month-old Zamora Foe, who was admitted to Wolfson Children's Hospital in critical condition on Sept. 10 and died a few days later.

Zamora's mother, 20-year-old Zayla Goodwin, and her boyfriend, 22-year-old Nathaniel Davis, both remain in the Duval County Jail on $500,000 bonds.

They are scheduled to be arraigned Wednesday morning, but it is unclear whether the child neglect charge they face will be upgraded following Zamora's death.

According to an arrest warrant obtained by News4JAX, paramedics with the Jacksonville Fire and Rescue Department were called to a home on Sept. 10 where the toddler had suffered cardiac arrest and was unresponsive.

Paramedics took the child to Wolfson Children's Hospital, where he was in critical condition.

What doctors told police was omitted from the warrant, except for a line that said doctors did not believe Zamora would survive her injuries.

Goodwin and Davis were held at their home for questioning while Assault and Homicide detectives were called in to investigate.

The warrant states that a search of the home was conducted and that the search discovered several bloody bandages, bloody blankets next to Zamora's bed and bloody diapers in the trash. A second search uncovered multiple cell phones, meth and drug paraphernalia.

A woman whose name was redacted from the arrest warrant told investigators that Goodwin, Davis and Zamora moved into her home five days before Zamora was admitted to the hospital. According to the warrant, the woman told investigators that she saw bruises on Zamora, noticed that Zamora could no longer walk and asked Goodwin what happened to the toddler.

The arrest warrant states Goodwin told the woman that Zamora was injured after she fell into a bathtub while Davis was bathing the child at their previous home in Hillard.

The woman told police that shortly before paramedics were called to her home, she was awakened by a loud commotion in her living room and when she got up to see what the commotion was about, she came to see Davis performed CPR on Zamora's lifeless body.

Police spoke with Goodwin, according to the arrest warrant. She told them that her child had been injured by falling into the bathtub at her old home and had difficulty walking afterwards.

She also said that one day she noticed that Zamora's lips were red and swollen and that she was having difficulty eating, but believed it was an allergic reaction. Goodwin also told investigators that she never noticed any other bruising or blood in the child's diapers.

Goodwin and Davis were both arrested for child neglect after it was discovered that the couple had failed to seek medical attention for Zamora despite obvious and noticeable injuries to her body, including various fractures to her legs.

The arrest warrant also revealed that investigators believe the 22-month-old toddler was sexually abused. Details of the alleged sexual abuse were omitted from the arrest warrant.

A GoFundMe was founded to assist Zamora's biological father with her funeral costs.
